Call for Offers: Peer Review and Proofreading

FES invites experts to apply for peer review and English proofreading of policy analyses on critical raw materials in the Western Balkans

We invite qualified, native English-speaking experts to submit an offer for peer review and English proofreading of the analyses, focusing on:

  • Accuracy and depth of the policy analysis.
  • Clarity, coherence, and readability.
  • Grammar, syntax, and stylistic refinement.

Evaluation Criteria

Offers will be evaluated based on:

  • 50% Price (net amount in EUR).
  • 40% Professional profile (native English speaker,  relevant experience in energy transition and climate change matters in the Western Balkans, proofreading/editing for EU/international policy audiences)
  • 10% Delivery time (ability to meet deadlines in mid- and late April 2026).

Timeline and Deliverables

  • Submission deadline for offers: Noon, April 3, 2026.
  • Expected completion: 
    • Peer review: Within 5 working days of receiving the drafts.
    • Proofreading: Within 5 working days after receiving the finalized (post-review) drafts.
  • Deliverables: 
    • Peer-reviewed draft with tracked changes and comments.
    • Proofread final version in clean copy + marked-up version.

Submission Requirements

Interested experts should submit:

  1. Financial offer (net amount in EUR).
  2. CV highlighting relevant experience (include links to relevant publications).
  3. A short cover letter (max. 1 page) outlining: 
    • Your availability to meet the timeline.
    • Any potential limitations (e.g., scheduling conflicts in April 2026).
    • Confirmation that you can deliver both peer review and proofreading.

Additional Notes

  • The analyses are policy-focused and non-technical; prioritize clarity, conciseness, and a professional yet accessible tone for a political audience. 
  • FES SOE will handle layout and design separately.
  • Payment will be made within 30 days of invoice submission upon delivery of the completed work. For honorarium-based agreements, payment will be processed within 30 days of delivery of the work.
