Development of a Game/Scenario/Product Suitable for Use in a Workshop Related to Critical Raw Materials

1. Introduction

The Friedrich-Ebert-Stiftung Dialogue Southeast Europe (FES SOE) invites agencies, companies, or creative studios to submit proposals to develop an interactive game, scenario, or other product exploring the theme of Agency in a Fragmented World. This project aims to engage young participants in critical thinking about the role of cooperation in a world shaped by power politics, structural constraints, and rapid change, in relation to the rising exploration and extraction of critical raw materials.

2. Project Background

The developed product will be used during a workshop in an international environment where young participants will aim to respond to the following questions and themes:

  • Where does meaningful agency still matter in a fragmented world?
  • How can individuals, institutions, and societies act differently after major disruptions?
  • What forms of agency (political, civic, professional, technological) are most relevant today?
  • When does resilience require cooperation, and when does it require strategic separation?

3. Objectives

The product should:

  • Encourage participants to confront complex dilemmas and explore the trade-offs between cooperation and separation.
  • Be interactive, immersive, and adaptable to different audiences for future uses (e.g., young leaders, policymakers, or academics).
  • Lean toward real-world applicability, fostering critical thinking and strategic decision-making.

Other product options could include board games, digital simulations, or role-playing exercises that achieve similar objectives.

4. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • 60% Timeline for completion
  • 20% Price 
  • 20% Conceptual approach (eg scenario, digital simulation, creativity, innovation, and alignment with the project’s themes).

5. Submission Guidelines

Interested agencies or companies should submit a proposal including:

  1. Concept Overview: A brief description (no more than 1 page) of the proposed game/scenario/product and how it aligns with the Project Background and Objectives.
  2. Timeline: Proposed delivery schedule, including phase breakdown and milestones, if any.
  3. Budget: Total amount expressed in EUR, inclusive of VAT if applicable.
  4. Team Profile: Experience and expertise of the team members.
  5. References: Examples of previous work or similar projects.

6. Intellectual Property (IP) Rights

Note: Upon acceptance of the offer and delivery of the product, all related Intellectual Property Rights to the Product will be transferred to FES SOE without payment of any additional fees.
